I saw something like this in Chicago once. I think I would have a hard time doing two things at once. Surfing is hard enough let alone having to fly a kite at the same time.
I went to Le Havre (France) yersterday and so kitesurfers too. Two were surfing at sea, while a third guy on the beach was exploring the way he should operate the kite.

they are out, those kitesurfers!
i was walking down elwood/brighton way last week and nearly tripped over the strings from the equipment on the sand, they were trying to pack up.
